Requirements for people coming/returning to Da Nang from other provinces/cities

According to Note No. 7257/UBND-SYT dated October 27, 2021 by the Da Nang People’s Committee, the following provisions are applied to people coming/returning to Da Nang from other provinces/cities:

a) General requirements

- Before coming/returning to Da Nang City, citizens are required to register on the Danang Smart City app (select “Đăng ký vào thành phố Đà Nẵng”/”Register to enter Da Nang”) or https://khaibaoyte.danang.gov.vn (select “Người dân khai báo, đăng ký vào thành phố Đà Nẵng”/”Declare and register to enter Da Nang”) and save the QR Code given after finishing declaration to use when entering Da Nang.

- Citizens are required to strictly comply with the Ministry of Health’s 5K measures (Facemask – Disinfection – Distance – No gathering – Health declaration) and COVID-19 prevention measures set out by the Ministry of Health and Da Nang City.

- When arriving at a checkpoint to Da Nang, citizens shall be tested (for free) before entering the City if experiencing any suspected COVID-19 symptoms (such as fever, cough, sore throat, breathing difficulty, loss of smell, and loss of appetite).

- Citizens are required to immediately inform the local authorities and the medical clinic of their residential area upon arrival at home/accommodation

b) Those coming/returning to Da Nang from provinces/cities classified as level 1 or level 2(1) must self-monitor their health and comply with current COVID-19 prevention measures and regulations.

c) Requirements for those coming/returning to Da Nang from provinces/cities at level 3:

- Testing: Have a negative SARS-CoV-2 test (RT-PCR or rapid antigen test) within 72 hours prior to arriving in Da Nang. In case of not having test result, citizens are required to have a rapid antigen test and pay for the test at the City’s checkpoint should they wish to enter the City.

- Measures: Self health monitoring at home/accommodation under supervision by the local COVID-19 group and the medical agency for 14 days since the date of departure, and testing on the 1st, the 7th and the 14th days (RT-PCR for 14th day).

d) Requirements for those coming/returning to Da Nang from provinces/cities at level 4 and medical isolation areas(2):

- Testing: Have a negative SARS-CoV-2 test (RT-PCR or rapid antigen test) within 72 hours prior to arriving in Da Nang. In case of not having test result, citizens are required to have a rapid antigen test and pay for the test at the City’s checkpoint should they wish to enter the City.

- Medical isolation measures:

+ Those who are fully vaccinated against COVID-19 or have recovered from COVID-19(3): Home quarantine for 7 days since the date of arrival, and testing twice on the 1st and the 7th days (RT-PCR for the 7th day).

+ Those who are not fully vaccinated: Home quarantine for 14 days since the date of arrival, and testing for 3 times on the 1st, the 7th and the 14th days (RT-PCR for the 14th day).

+ In cases home quarantine conditions are not qualified, citizens shall be sent to a centralized quarantine facility or a quarantine hotel.

+ Elderly, people with medical background, pregnant women, and people under 18 subject to quarantine shall undergo quarantine at home or at a medical facility (if necessary) with a caretaker as regulated.

- Testing and quarantine fees shall be paid by individuals coming/returning to Da Nang. Poor and near-poor households might be considered for financial support.

e) Requirements for those coming/returning to Da Nang from provinces and cities with a high number of COVID-19 infections such as Ho Chi Minh City, Binh Duong, Dong Nai and Long An:

- For those from provinces/cities at level 1: Self health monitoring and compliance with current COVID-19 prevention measures; testing on the 1st and the 7th days (RT-PCR for 7th day).

- For those from provinces/cities at level 2: Self health monitoring at home/accommodation under supervision by the local COVID-19 group and the medical agency for 14 days since the date of departure, and testing on the 1st, the 7th and the 14th days (RT-PCR for 14th day)

- For those from wards/communes at level 3 or level 4: Measures set out at section d) shall be applied.

e) For working delegations and drivers transporting goods or passengers coming/returning to Da Nang from provinces/cities at level 3, level 4 or medical isolation areas:

- If staying in Da Nang for less than 24 hours:

+ Have a negative SARS-CoV-2 test (RT-PCR or rapid antigen test) within 72 hours prior to arriving in Da Nang. In case of not having test result, citizens are required to have a rapid antigen test and pay for the test at the City’s checkpoint should they wish to enter the City.

+ Be vaccinated against COVID-19 with at least one dose.

+ Travel on a fixed route in accordance with the work/transport plan. Do not stop in any pandemic hit areas.

- If staying in Da Nang for more than 24 hours:

+ For those from wards/communes at level 3: Measures set out at section c) shall be applied.

+ For those from wards/communes at level 4: Measures set out at section d) shall be applied.

- For those who are entitled to medical isolation but need to leave Da Nang before completing their quarantine period, a plan approved by the Department of Health is needed before coming/returning to Da Nang.

g) For those coming/returning to Da Nang from provinces/cities which have not announced their levels of pandemic risk according to the Government’s Resolution No.128/NQ-CP and the Minister of Health’s Decision No. 4800/QD-BYT: Measures set out at section d) shall be applied.

This Note shall replace Note No.7085/UBND-KGVX dated October 19, 2021 on COVID-19 prevention measures for people coming/returning to Da Nang and amend previous documents regulating goods transport vehicles entering/leaving the City.
