Adjustment and supplementation of several COVID-19 prevention measures in Da Nang

On Sep 14, 2021, Chairman of Da Nang People’s Committee issued Decision 2985/QD-UBND dated Sep 14, 2021 on adjustment and supplementation of several COVID-19 prevention measures set out in Decision 2905/QD-UBND dated Sep 3, 2021. The main contents of the Decision are as follows:

Article 1. From 8AM September 16, 2021 until further notice, the measures for COVID-19 control and prevention set out in Decision 2905/QD-UBND dated September 3, 2021 shall be updated with the following provisions:

1. Yellow zones (including the green sub-zones inside the yellow zones): Continue to apply social distancing; residents are allowed to go out for the acitivities set out for yellow zones as in Decision 2905/QD-UBND dated Sep, 2021, and the following activities:

a) Food and essential goods suppliers with approval by competent authorities: Each household shall be provided a QR Code shopping pass for one person to go shopping for food and essential goods once every five days.

b) Construction material suppliers; technical services, power, water system maintenance; stationary suppliers, computer services; livestock feed, agricultural suppliers: 50% of the staff can go to work; residents are allowed to go to these stores if these are in the same residential group/village; in case there is a need to go outside of their residential group/village, residents must obtain a Travel Pass from the ward People’s Committee.

c) Automobile services: full staff can go to work; can only provide service to people who are allowed to go out as per Decision 2905/QD-UBND and this Decision.

d) Publicators, post offices, telecommunication services: Full staff can go to work.

dd) Banks, seaports, airport, train station, road management stations: 70% of the staff can go to work.

e) Suppliers of gas, electricity, water, and petrol: 50% of the staff can go to work.

g) Business support establishments (vehicle registration; auditing; registration of secured transactions; insurance; professional security); Legal support services (notaries; lawyers offices; auctions; bailiffs; commercial arbitration; legal consultation; asset management and liquidation; judicial expertise): 50% of the staff can go to work.

h) Factories, manufacturing and production facilities within the Hi-Tech Park and the industrial zones:

- Factories, manufacturing and production facilities with less than 100 workers: full staff can go to work.

- Factories, manufacturing and production facilities with more than 100 workers: 70% of the staff can go to work (if these 70% is less than 100 workers, then 100% of the staff can go to work). If they can ensure the three-on-site conditions (working, dining, resting on site), then the staff can be arranged as per the plan.

i)  Factories, manufacturing and production facilities outside the Hi-Tech Park and the industrial zones:

- Factories, manufacturing and production facilities with less than 100 workers: 70% of the staff can go to work.

- Factories, manufacturing and production facilities with more than 100 workers: 50% of the staff can go to work (if these 50% is less than 70 workers, then 70 workers can go to work). If they can ensure the three-on-site conditions (working, dining, resting on site), then the staff can be arranged as per the plan.

k) Government offices: Arrange a maximum of 70% of staff at work, except for pandemic prevention forces such as police, army, healthcare, and steering committees. If government authorities have 100% of the staff having received 2 doses of vaccination, the maximum number of staff can go to work.

l) Construction works: 100% of the staff can go to work; if there are workers from other provinces, they must be arranged as per three-on-site conditions.

2. For green zones (established at ward/commune level when there have been no community infections for 14 consecutive days) and intra-green zones (adjacent green zones): the activities mentioned in Section 1 above shall also apply to green zones, in addition to the following activities:

a) Supermarkets, convenience store chains (mini mart chains) and wet markets are allowed to directly sell to residents within a green zone and intra-green zones. Only one person/household is allowed to go to supermarkets or wet markets, with a frequency of every 3 days and must possess a QR Code shopping pass.

b) Construction material suppliers; technical services, power, water system maintenance; stationary suppliers, computer services; livestock feed, agricultural suppliers. Only one person/household is allowed to directly buy goods or use services within the green and intra-green zones.

c) Outdoor exercise in public places within the green zone, from 5am to 7am and from 5pm to 7pm. A minimum distance of 2 metres between each other must be maintained.

d) Restaurants and eateries are allowed to open for deliveries. On-site services are not permitted.

Article 2. Directors of departments and agencies, chairmen of districts and wards and related agencies continue to carry out duties assigned at Decision 2905/QD-UBND dated Sep 3, 2021 by Chairman of Da Nang People’s Committee, and implement additional duties as follows:

1. Approve and issue QR Code travel passes for organizations and individuals within their authority.

2. Director of Department of Information and Communications:

a) Adjust the application for issuance of QR Code travel passes as regulated at Article 1.

b) Approve and issue QR Code travel passes for media publications under the Department’s management

3. Director of Department of Health: Propose periodical SARS-CoV-2 testing and COVID-19 prevention measures.

4. Director of Construction: Approve and issue QR Code travel passes for those working at key construction works.

5. Chairmen of district People’s Committees:

a) Issue QR Code travel passes for those working at civil construction works and other construction works.

b) Direct their ward People’s Committees to:

- Issue QR Code travel passes for activities stated at Sections 1b and 1c of Article 1.

- Issue QR Code shopping passes (in replacement of previous shopping/market passes) for activities stated at Sections 1a and 2a of Article 1.
